How to disable jira sign up

My jira user directory used crowd.

And I had setted "CAPTCHA on signup" OFF, but I can register the user from the sign up.

Why, could you help me?

Change the Mode in General Configuration to private.

I want to enable CAPTCHA but I don't want users sign-up. Is this feasible? Please let me know.

In case required we will create user accounts.
