We have a lot of projects and components. It would be helpful to the user if they could see who the leads are when selecting which project/component to create an issue for. Ideally this information would be available directly on the create issue screen, however, if there is some other method for users to view this information, that would be helpful. I don't understand why that information is so restricted.

You can see a list of the project leads in the 'view all' project page, although I appreciate that is no on the create issue page.
You can also view all the components and their component leads from a Jira issue board - one of the options to the right will be components.
I would suspect that it wouldn't be easy to visualise this on the create issue screen because rules likely activate once 'create issue' is pressed. For example, if two components are selected and there is a default assignee - the system needs to decide who it will assign it to.
Other solutions I've seen only display the component lead on the actual view issue page - for example, this one from Scriptrunner: https://scriptrunner.adaptavist.com/5.4.47/jira/recipes/scriptfields/showComponentLead.html
