Maybe it was an older verrsion of Jira, but isn't there a way to enable WYSIWYG editing on issues (just like I can here on this Q&A)? I hit the edit icon and it allows me to edit text or markup but I'd like to have the enhanced wysiwg editor available.

No, Jira's editor is pretty much plain text.
There are a couple of plugins that do something a lot more wysiwyg on text fields - have a look for tinymce jira (I think that might have stopped development though) and jeditor.

There are some major downsides to JEditor. Update notification emails are not formatted - yes, this means a ton of HTML tags.
A second issue, just as bad, is that JEDitor only allows paste of images using IE.
