For this you will need Jira admin right
For this you can use the same configuration of Project A to Project B
- You should know which Proj Configuration scheme is used for Project A
- Then Go to the Project Setting of Project B > Click on Summary
It will look like this
- Here you need to replace the mark scheme to the Project A scheme.
- Click on each scheme > Select Action > Select Use Different scheme option
In this way you can replace Project B configuration by Project A configuration
Or You can make a copy of Project A configuration and then use to Project B
- First you need to make copy of configuration scheme of Project A
This can be done from Jira Admin Section > Issues
Make a copy of scheme which is used for Project A
Once All scheme copy done then Go To the Project Setting of Project B and then apply this copy scheme to Project B by using above steps.

As above mention by Sachin, that's the correct way for the existing project to have configuration change based on another existing project. But another way is described below.
If you know that the Project A config is to be used for new projects, then while creating a new project, always create it with shared configuration which would copy over below:
