and to edit the dashboard impersonated as other user.

without using any plugin, can i edit others dashboard ?

The documentation says that only the "owner" can edin a dashboard that is not shared https://confluence.atlassian.com/display/JIRA/Managing+Shared+Dashboards

Admins can change the ownership of dashboards too, but not edit them.

I try to avoid altering other people's dashboards and filters, they often get very upset when they find someone else messing with their settings.
