There is a plugin(JIRA Threaded Comments) for this but it not supported for JIra 6.2.7 ..Please help me in enabling this feature. Is there any performance issue if we have this feature?

A user, Dejan Stojadinović, decided to come up with unofficial support for JIRA 6.2.x and 6.3.x.
Please note that this is not a supported version, so use with caution.

It never was more than a plugin developed by Atlassian Labs (according to Market "Atlassian Labs holds personal projects by Atlassian developers. These add-ons often developed in conjunction with hack-a-thons and Atlassian ShipIt Days, but are not officially supported"). The best you can do for maybe pushing this feature forward is to comment on Market as a review or contact Atlassian via Contact Us. I'm like you - think this could be a great add-on OOTB for JIRA.
