Yes user has been deleted from the JIRA Atlassian directory. He/she no morning working with the organization. But when I see the project in JIRA, under the user , I just find the former user mentioned instead of their name.

If you deleted the user then jira will delete all account information of that user.
Jira will nor keep any reference of deleted user that's why you are seeing Former user.
You can refer the Jira Admin or Project Admin to get the more information about the user who used to work on this issue if they keep the info before deleting it.
