I am an user and I cannot add myself as a watcher in any issue.
Scenario 1
I click on the number icon near the watchers field in the Issue screen
A little box shows up which prompts me to enter the user name
I enter the user name and hit enter . then the system displays "There was an error adding watcher. User xxxxx is not allowed to add watchers to this issue.
scenario 2 :
when click on the number icon near watcher field i don't see the little box to add user
I am not able to add user to watchers list , I created the issue though.
I think this must something to do with permissions. could you please help me with this?

Project Administration -> Permission -> Scheme -> Actions-> Edit Permission

Hi Rohini,
In order to do that you need to manage the permission scheme related to your project. There's a specific permission "Manage Watchers" that is used for these purposes.
