Where in the ui is the configuration link, to get into the admin panel.

It's the gear icon in the top right.
If you don't see it, you don't have system or project admin permissions and will need to ask your admin for help.

Now i want to add into the tickets the Operational Condition field, and i can't find how to do it under "field" panel.
Any idea?
