We would like to know if there is any way to grant permission to a user to edit/customize only certain projects.
The users want to create custom fields, create issue types, modify workflows, add features such as project automation, etc. But these can only be performed by a jira admin.
So, the question is, is there any role or way for a project admin to have all these permissions and only affect one project? or how can we achieve something similar without proving site admin privilege to everyone? We don't want as site admins to be editing all these custom options for each project the users create.

No, that’s not currently possible. The user must be a Jira admin to modify custom fields and schemes for company managed projects.

Project admins grants ability to edit project role membership, project components, project versions, and some project details (Project Name, URL, Project Lead, Project Description) only.
In the project permission scheme, if you grant Extended project administration, it gives the project administrator the ability to edit workflows and screens under certain conditions, as well as maintain their own workflows within predefined conditions.
