How to hide the Jira top bar navigation elements from a user/group?

We would like to create a read-only user that can only access the dashboard and service desk buttons in Jira.

You'll need code to hide the bar, although a read-only user won't get the "create" button as they can't do it.

That's what I imagined. This read-only user has to be a service desk agent in order to view the service desk reports. By default the agents get all the permissions - create/edit/transition etc. We want to create a user that will be able to display these service desk reports on our monitors. Hiding this toolbar is the only thing I can think of.
