I want to integrate Jira to ServiceNow using SOAP inbound/outbound method ? Kindly assist me what is prerequisites for do the integration in SOAP method.

You can't, because the SOAP method and the XML-RPC API was deprecated in Jira more than a decade ago.
Google 'jira cloud SOAP XML' to learn more.
Or "service now rest" for some ideas about how to do this.

Unfortunately you can't do it with SOAP as it was deprecated in Jira already. Although you can do a REST Based integration using Webhooks.
Alternatively, you can also try a decentralized bi-directional sync solution like Exalate.
