How to limit a user to just see a few users

I want to create a user in JIRA to just be able to assign issues to a limited list of users and not all of them.

How to do that ?

You can't do that as written.

The assignee field is limited to "people in this project who have the permission 'assignable user'".  That list remains the same irrespective of who is doing the assigning.

You can always install free addons e.g.

• Custom user picker
• User group picker
