I have a project that is basically a work pipeline of a huge team.
The "feature" ticket is basically a work assignment that is then broken down to sub tasks per each sub team.
The feature tickets are created by external teams and then moved to one of the team leads to assign the work to different team members.
i want to do so the Feature ticket creators will be limited to whom they can assign the feature ticket (so they can only assign the team leads).
But i want to give the team leads the option to assign the subtasks to their team members.
How can i do that?

I would recommend making use of Components. Then you set Component Leads for each component and then select Component Lead as a default assignee (you can do that in Components Section in Project Administration). In this way, if reporter/requester, selects the correct component, a ticket will be assigned to respective Lead and then he can assign it to the team members.

Unfortunately it doesn't solve my problem :/
At the moment in the project i have all team members with permissions to be assigned, and all the rest of the company have permission to assigned.
I want them to be able to assign from specific group or role.
I cant use default assignee in this case since i have 8 Leads that the card can be assigned to, then in turn they can assign to their employees.
Also in default assignee i only have "project lead" or "unassigned" :/

Default assignee to Component leads is under "Project Administration" >> Components. There you have the choice to select the default assignee (after creating a Component) which overrides the project level default assignee.
Once a ticket is assigned to a Component Lead (by default after creation), then he/she can assign it to the correct person.
You, of course, can restrict the assignee by using groups and setting some validation on workflow transition which will check if the assignee is from the particular group for particular Component.
