How to limit user access to specific project?

Create a project role Users(Jira-admin access is required to do this)

Add the users to the Users role (Project admin access)

Set the permission scheme to users role(jira-admin access)

Browse project permission is required

Some of the suggested  basic user access permissions would be

             Create issue

              Edit issue
