Are you referring to a Jira project? If so, you would edit the permissions scheme and issue security scheme.

No, not a JIRA project but just a jira case as following example.

Hi Joe,

So in order to limit access, you'll have to configure the issue security scheme

Joe Chen August 29, 2018

Hi Mary,

Unfortunately I don't have the "issue" option to change the security scheme as instructed.

Hi Joe,

The reason you cannot see the 'issues' option is because you do not have the Jira Administrators global permission. Speak to your Jira administrator or System Administrator about granting you the permission or applying the issue security scheme.

OK. Thanks.
