How to make a To Do field required in a workflow (6.4.11)

I'm not able to use a workflow validator on To Do fields in a workflow.  I can add it and publish the workflow but it is not enforced and allows issues to be created and moved with nothing in the To Do field.  

Is there a work around or is this a known issue in 6.4.11?

Hi, there are condition and validator for fields.
