How to make a cascading list as a dynamic list. By not hardcoding values. Taking the list values from a field in another project.

I know with power scripts on prem version you can use a database field type, where the options for the field are pulled from a database query. You can do some other tricks with it to set options as well.
Not sure if that will work on cloud though. May be a good place to start though. Appfire is the publisher.

You cannot make any field have dynamic values. For cascading, you can have a value in the first field and different values in the second field based on the value in the first field. But you can't have different/dynamic values in the first field depending on other fields.
What is your exact scenario that you are trying to solve?

I dont want to hardcode values. I should use summary field values from a second project to be shown as a cascading list in the first project.

I don't think there are any. You might try the Marketplace app ScriptRunner Behaviours - but not sure if they support those custom fields yet.
