How to make a field visible under description fields when not empty?

I want to ensure that a mutli-select field is visible under the descriptive fields when it's not empty, can someone help?

As mentioned by @Victor Law , All fields will be displayed regardless if its empty or not.

All the fields under the Description fields section will always appear (with and without value).

In this case, it is impossible to configure fields to display under the Description fields section when a field is not empty.
