We are using TFS4JIRA tool to integrate Jira and Azure DevOps.
Is it possible to sync only ticket creation 1 way ,that is from JIRA to TFS , but any update of ticket is both direction?
The reason is ADO project new ticket is often auto create new JIRA ticket, but we do not want JIRA ticket created from ADO. We only would like new ticket creation is one direction, from JIRA to TFS, but all the updates of that ticket should be both direction.

Yes, it is possible with the use of FILTERS present in each profile.
May I ask which version of TFS4JIRA do you use? Is it Self-Hosted or Cloud Native?

We are using Self-Hosted TFS4JIRA and the version is 7.10.26.
Could you please provide us more information on how can we achieve this using FILTERS ?

OK, 7.10.26 is pretty OLD. You need our latest versions which have much wider FILTERING capability.
