I am trying out JIRA Agile today and can't figure out how to make tickets appear in agile boards I created. The only tickets that would show up are the ones that are marked "in progress".
The other question I have is in a kanban team board, whether it is possible for the top level columns to be release version numbers (e.g. 1.0, 2.0, 3.0) intead of ticket status (e.g. backlog, to do, in progress, qa, done). We find it useful to use that as a top level view for allocating resources.

If you go to the Configure option on the Board dropdown and then look at the Columns section.
This shows a list of all statuses available on that board. You can then add columns and drag and drop various statuses into those columns.
You might also want to look at the issue filter that you are applying to the board, that this make sure that only the issues you want will appear on your board.
