How to migrate plugin from JIRA 7.1 to JIRA 7.6 without network?

Is there another way to install plug-ins without connecting to the network. However, access to the previous JIRA application plug-in folder is available.

If you have access to the marketplace on another machine you can download the plugin, copy it to your server and install it directly.
