How to modify an activated workflow

I have assigned a workflow to an issue type scheme and that scheme is assigned to a project.  I want to modify the workflow but am not allowed to publish after modification.

I have found the answer in your documentation.  The modification I wish to make is listed in the the "Editing limitations".
