I'd like to receive an email / slack notification when any change is made to a Jira project I administer. This includes creation of new issues, edits to existing issues, etc. How can I enable this?

If you want to monitor Jira config changes, Audit log is the best place (Jira Settings > System > Audit Log). If you like to receive email for any changes done on Jira issues, you'll have to add yourself in "Notification Scheme" for all events and for all Projects.

For email, you need to be on the "Issue Updated" and "Issue Created" events at a minimum. Depending on your notification scheme, these events may send to groups, project roles, individual users (either explicitly named or variable like reporter and current assignee) and watchers. https://confluence.atlassian.com/adminjiraserver/creating-a-notification-scheme-938847330.html

For Slack, you'd need to set up the Jira Server Alerts app, then make a webhook. https://slack.com/apps/A0F7YS3MZ-jira-server-alerts -- you will find instructions inside this as you set it up.
