How to move devlopment issue to production????

In my JIRA there are so many issues ,, I want to move those issues to production ..So how can I move all issues at a time to production

You'll need to explain this more. What is a "development issue", and what do you mean "move the issue to production"?

I'm afraid that does not help. Do you mean you have two JIRA instances? Are you trying to export issues from one to add to the other?
