How to prevent subtasks creation for all users except parent task assignee? Thanks!

There is no way to create sub-tasks without parent issue.

Sergej, thanks a lot for your answer! 

Let me clarify my question with the example:
I am (as assignee) responsible for the task, and only I can create subtasks for this issue, others cannot.
