How to protext an issue link?

I have defined a custom issue relation. And I have two workflows for two different issue types. In one of the transitions of workflow 1 an new issue for workflow 2 gets created and my custom relation gets used to link the two issues. The new issue of workflow 2 relies on issue attributes of the workflow 1 issue. Workflow 2 will break, if someone removes the link.

Because of this, I would like to make the issue link read only. How can I protect the issue link?

Under permissions there is the option "Link Issues". You can restrict who can link issues together here. But, this would restrict all ability to link issues in the two projects you restrict it in.

Also, this could impact your workflow if the person who wants to transition through the step that creates this link does not have the permission to link issues.
