How to pull a report of tickets without time logged

I want to pull a report of the the tickets that do not have time logged on them, so that I can have time added by the people who worked on them.

Think you can use the jql

timespent is empty

to identifiy issues that have no work logged, you might add additional clauses to have a more specific result
