The ability to re-open a cancelled task is going to depend on the specific Workflow associated with that task. Each workflow in Jira can be customized, and as such there isn't going to be a general answer as to how you can re-open a work item.

I would recommend viewing the Workflow in Jira and seeing if there is a path forward. If you click the dropdown where the work item's status is, you should see an option to View Workflow. Here you can find the status your item is currently in, and see if there is a pathway back to an "In Progress" or similar status.

If there isn't a way to do this, you can reach out to your administrators to get help, or likely create a new work item instead.

Hi,

To reopen a work item you need to have a transition from the last status to the open status.  Use work item workflows | Atlassian Support

Basically you need to update your workflow in order re-open a cancelled task, you can just add a transition in your existing workflow from this cancelled status
