How to remove the "Description" field on the old issue view?

On the old view the "Description" field is not editable and seems to be no way to remove this field. It is not not present in any of the Issue Screen and not selected in the custom field screen associations yet it is still present. 

In the new view the same field is not visible.

You can hide it in the Field Configuration.

You'll need to be a Jira Admin and then:

1. Go to Project Settings > Fields
2. Press the "Actions" button in the top-right corner, and select "Edit Fields"
3. Locate the Description field, and press "Hide"

You can also access Field Configurations via Jira Settings > Issues > Field Configurations

Note: If the Field Configuration is shared with multiple other projects, the effect will be applied to all of them.

If this is just for one project - I would:

1. Go to Jira Settings > Issues > Field Configurations
2. Locate the correct one - and press "Copy" to the right-hand side
3. Hide the Description field
4. Next, choose Field Configuration Schemes from the left-hand menu
5. Press the "Add field configuration scheme" button in top-right corner and create one
6. Once created, press "Edit" next to the Default Field Configuration, and change it to your newly created one
7. Then - go to Project Settings > Fields
8. Press the "Actions" button and select "Use a different scheme"
9. Select your new scheme and press "Associate"

If you no longer need the field, you can make it hidden from the field configuration.
