Sorry , if it is deleted from trash and you do not have a backup, i think it is fully lost.
You can check with atlassian support, if there is any chance to restore from their backups. But i think their backups are not useful to restore only a single project but only the whole jira instance restore.. Ask and check..
Make a copy every so often of project just incase ... or copy using import on another service provider. I do that just incase anyone plays with the data to cover their tracks or hide something they said later to recant.
Would then mean you can copy back the project or just the card needed.

As Jira admins or project admins, you can get rid of projects that you don't need by moving them to trash. The projects along with its issues, components, attachments, and versions will be available in trash for 60 days after which they will be permanently deleted. Associated schemes, workflows, issues types, or any content that could be shared with other projects won't be affected. Issues from projects in trash won't appear in issue search results.
Only Jira administrators with the Administer Jira global permission can access trash and restore or permanently delete projects from trash.
