How to set fixed option item?

As a jira admin in our organization, we have practical requirements.

we have a field of option list in the screen, and we hope the option will be set ,rather than selected ,the option item which linked with below two cases:

1, linked with user groups, one option item per group.

2, linked with issue type, one option item per some issue types

what should i do?
