How to set the default option in comment 'Viewable by All users'? instead of 'Restricted to users'

Comments will be by default visible to the current user only. but I would like to customize this, so that comments will be visible to all the users.

Comments window by default should have the option 'Viewable by all users'.

Actually I would like to make the comment visible to all the users means for all the roles ie if user adds the comment this should be visible to Developer, QA, Devops and all other roles and vice versa.

Please let me know how to do it.
