- You can check admin.atlassian.com from your org to check the request of the user.
- User requests must be under User management .
- As you mentioned that other user has been added without any problem. It could be because other user domain is approved domain. Jira tend to provide with the security and manages the same from right from product access you can check the product access setting to review the configuration for your product.
