How to start and stop Jira cloud server

If you are indeed on a server/DC instance then follow the instructions as provided here https://confluence.atlassian.com/adminjiraserver/start-and-stop-jira-applications-938847802.html
If you are on a Cloud instance, as you state on your post here, then you can't restart the server in which your instance is installed.
Like @Alex Koxaras -Relational- says, you don't. Cloud is a managed service so there is no need to stop/start it.
If you are hosing your own system on a cloud platform like AWS or Azure then you can follow the instructions for a hosted/on premise system.
If however you really are on Cloud what would be your use case for needing to stop/start the system?

cloud instances are managed by Atlassian team and you can't restart them.
If you are on a server/data center instance, you can start/stop it using service. Please spacify the Operating System.
