How to unlock the browse user key during adding members to group.

An administrator, I can remove/add user to groups. I used to click on the little key in the lower right hand corner of the "add members to select group" in the Bulk Edit Group Members menu. That gives me the list of user to select.  For some reasons, it gives me a "you do not have permission to browse user " message.

You must have the Browse users global permissions. Take a look at
