We are currently running JIRA V6.3.15 and we want to upgrade to 8.5.5.
Can we do this upgrade directly or you will recommend doing a stepped upgrade?
How much it will cost the Server Licensing upgrade for 100 Users, including Jira Service Desk and Confluence?
We have purchased the software before 3-Oct-2019.

You must upgrade 6.3 to 7.0, then something between 7.7 and 7.13, then you can go to any version of 8. In fact the recommended route is to take 6.3 up to 6.4 before 7.0 but I've never had a problem upgrading 6.3 to 7.0
Do not skip the upgrade from 6.x to 7.0. Do not go to 7.1 or above from 6.x, it breaks some of your data, and you may not notice until you try to use some of the functions introduced in 7.6 and above.
On the licence side, you can only upgrade to a version that was released before the end of your licence. If, for example, Atlassian released 8.8.0 on June 1st, and 8.8.1 on June 3rd, and your licence has an end-date of June 2nd, you would be able to upgrade to 8.8.0, but not 8.8.1 without renewing maintenance.

As mentioned here , If you are starting from Jira 6.4 or earlier, you need to upgrade to Jira 7.x (for example: 7.13) first before you upgrade to 8.x. Also, I recommend you to do a trial upgrade on your sandbox before you perform a production upgrade. So, it would be a stepped upgrade. This post would clear your licensing queries.
