How to write custom operations for new Web-items ?

I am trying to write a plugin that can Create and Link a new issue in one step for JIRA Software projects. Have succeeded in getting information about how to add a new Manu item to existing sections. This part is fine.

However, have not been able to find how to create a new screen that goes with this new action. Any help is appreciated.

Take a look at "Webwork plugin" module. That will help you create a new action and corresponding screens.
