I am the Jira Administrator of my company. A year back I had disabled a particular employee from the Jira User's list as he left the organization.
But since he has joined back, I'm trying to enable his account now. But the system is asking to consult the organization administrator. But I am the organization administrator and I am not able to change the site access status or product access status.
Requesting the Jira Support Desk to provide a solution.

Hi Vincy - do you also in the site-admins group? That's the privilege you need to administer users.
If you indeed are the system admin you should be able to do so unless there is some special scenario/variable here. Can you activate/deactivate other users? If so please contact Atlassian Support directly.

I followed the following steps and I was able to activate him again.
Initially, the system didn't recognize my administrative rights I guess and so the system was not permitting me to perform the above steps.
But when I tried after some time, it worked.
