I am working in Jira and looking for “Initiative” issue type which is a native issue type in Jira
would like to do “epic > feature > user story” hierarchy in a project, If not that, “initiative > epic > user story”
is this supported

The Initiative issue type is not a native issue type in Jira - you will need to create it.

In addition to @John Funk 's reply, Jira doesn't support the hierarchy you're envisioning unless you make the User Story a sub-task type, and I don't think you want to do that.
To extend your hierarchy, you're probably going to need Advanced Roadmaps (bundled with Jira Software Cloud Premium) or install Structure for Jira.

Another option for a 3rd party app could be Pivot Report we develop. It allows you to add new hierarchy levels with issue links:

You can create a new Issue Type, Initiative, and then you can use issue links to create your own hierarchy above and below Epics or infact at any level.
