Usually, only system administrator can create projects.

Please check your level of access by reaching out to your Jira administrators. Once you get the privileged access, you'll be able to find the "create project" option under "Projects" dropdown of the top pane.

Only jira system admins have the privileges to create a project. You can create issues with normal roles.
