When I try to save a new issue on Jira, the issue is not saved, and I get 400 as answer (see attached picture).
My user has admin right on the projects and I can create and edit issues in any other project.
Just in this project, I can not create new issues, but I can edit and modify existing ones.
You may be able to find out what what is blocking the user from creating issues by using the Permission Helper in the Project Settings - Permissions. If nothing obvious comes up right away check the "failed conditions" link. That should tell you what permission the user is missing.
I do not find "permission helper" tool in my view but I've recheck permissions in project and even I'm in the group with permission I add my user individually and now is working.

I think you missed to attach screenshot, if I understood correctly from the description, you are able to edit or modify the existing issue and you are not able to create new issue then it could be permission issue. Can you please check create issue permission in Permission scheme and if you are not in that then please add yourself.

Thank you I've chek permission scheme, permission is assinged to a group and I'm in that group.
I add my user as additional permission but still same issue.
