The instructions say this:
Select > Issues.
Under FIELDS, select Custom fields.
But I don't have these fields in the Settings section.
Hello, Good day. Thanks for the screenshot. You don't have Jira admin permission. You are only user management admin.
You don't have the administrator rights so you can't manage fields, screens, permissions or more..

It seems you don’t have Jira Administrator access, which is required to create custom fields. Only Jira Administrators can perform this action.
