I can't see 'Link Issue' option in JIRA

I am trying to link issues to a user story. But 'link issue' option is not shown while creating and editing user stories. When I try 'Where is my field' option, it says this 'Issue linking', 'Field configuration',  and 'Field screen' is configured correctly and status say 'The 'Linked Issues' field should be present on the form you are viewing'.

Hi and Welcome, 

could it be that the Link Issues Permission in project seetings are missing ? 

To create links on issues,, the Link Issues permission in the project(s) to which the issues belong is needed, The Check is only going on the instance i think.

I haven't set the link issue permission in project settings, though it was set globally.
