No, on the Standard plan you cannot revert to the old UI.

The UI you see is the UI provided by Atlassian for the Jira app. As stated in the document all instances and users will be migrated to it, in phases, and the option to revert to the previous UI will be disabled.
You can provide feedback about the UI to Atlassian through Support Cases and through the Feedback option under the Help menu within Jira. They may elect to change the UI again based on feedback.
You could look for third party apps in the Atlassian Marketplace for capabilities to change the UI.
You could build your own interface leverage the REST API.
I'm not aware of other options for changing the UI for the app.

Seconded, the new UI is some of the worst design changes I've seen to a workflow tool in a decade.

Try the below steps and if you are got getting the option it means it's not possible to switch
To access admin controls for new navigation:
From the top right corner, select Settings > General settings.
Go to Jira Labs and scroll down to see the controls for New navigation.
After changing the toggle, please refresh your browser window, and ask users to do the same, to see the changes reflected.
