I do not have admin permissions despite creating the project.

I created a team based project and I am trying to add people to it. When I send the invite it says your admin must approve the invite. I open the settings tab and there is "You do not have access to Jira settings or Atlassian admin, contact your Jira admin to grant you access." but there is not page for the contact Jira admin link and I should be set as admin as I created to project.

Hello, @Lorenzo Boccio ! Welcome to the Atlassian Community!

Project admins are Jira admins have different permissions. Project Admins can add existing users to the project. However, if a user doesn't already have access to Jira, the Project Admin can invite them, but a Jira Administrator will need to approve the invitation.

I would recommend contacting the IT department of your company (it that is the case) to get in touch with the Jira Admin.

This indeed means that you do not have the Jira admin settings. There isn't a link because you should know who the admins are - these are the admins with higher privileges. When you create a team managed project, you can invite the users and they indeed need to approve the invite from their side.
