I don't see 'External System Import' when trying to import using CSV file

I am trying to insert data using CSV file and I do not see "External System Import". I did this before and was able to successful import a project, but now I am not seeing this option. Where did it go? I am logged in as the same user and still have all admin permissions to do this.

Please go to Administration -> Plugins and check what's the current state of JIRA Importers Plugin, maybe it's disabled?

If it's disabled please enable it, if it can't be enabled please check atlassian-jira.log

That was the problem. Interesting. Wonder how it became disabled.
