Found the issue.
It was due to property added to hide Edit Button in View screen.
jira.issue.editable was set to false. Removing it allow to create Sub-task.

Admin rights give you admin, not "can do everything". You'll need to check if you can create issues in the project. If you do, then it must be that the issue is already a sub-task.

Ok, I have some more obscure ways I can think of making it behave like this, but it is a massive great essay to ask about all of them. I can rule a lot of them out if I could see a bit more of the issue data though.
Would it be ok to get a screenshot of more of the data? I'd like to see everything from the url in the browser down to the bottom of the "details" section.
But please do obscure the server part of the url if you are uncomfortable sharing (e.g. if you're on https://myorg/jira/browse/ABC-123, scribble over everything between :// and /browse), and any other content you might not want to expose. It's structure and type of content we're looking at, not your data content. And leave out the column on the right with people/dates/agile panels completely, they're not going to help with context.
