Hello @rakshita malik
Welcome to the Atlassian community.
A board displays issues based on a filter. Look at the Board Settings > General. Review the Filter Query used by the board. If the issues you create are not within the scope of the filter, they will not be displayed in that board.
Additionally Statuses for the issues are mapped to Columns on the board. If a Status that is used by the issues is not mapped to a Column then issues in that Status will not show in either the Board or the Backlog screen for that board. Look at Board Settings > Columns to see if any Statuses are listed in the Unmapped Statuses area. If there are Statuses listed in that area, you need to drag those statuses to one of the columns. Then issues in those statuses should display on the board and/or backlog (depending on whether the board is Kanban or Scrum).
This is not working a filter is saved by a user who was admin earlier & currently is inactive, I'm trying to remove that filter but my filter is not working or also I'm unable to save my new filters.

A Jira Administrator can change the owner of the filter to another currently active user. You can request that the filter ownership be changed to you.
As to why your own filter may not be working, we need the details of the filter itself, and details about how it is "not working". Is it not retrieving all the issues you expect, or retrieving more than you expect? Provide examples of issues that you think are incorrectly included or excluded.
There is no special permission required to save filters. What happens when you try to save your filter?

Hi @rakshita malik
Welcome to the Atlassian Community!
Create issue in the respective project you need to check the project's permission scheme of that project whether you are part of that project role or group that has "create issue" permission.
For more details please refer the document:

Hope this will help.
Thanks
