Surely Jira has the capability of copying a project to another project. This is basic functionality.

Hi Dennis welcome to the Community! What does copy a project mean to you? Do you really want a complete copy with all issues and associated comments, statuses, etc. or do you want to have a project configuration as a template such that a project has the same workflows, behaviors, schemes, etc. apply?

Jira has the notion of shared workflows, screens, schemes, permissions, etc as a means of having projects look, feel and behave similarly. If you in fact want an exact copy, OOTB you would need to do a lot of manual steps, e.g. create project using the existing project as a template then in the existing project clone and move the clones to the new project.

Not without add ons, unfortunately. You can create a project with shared configuration as existing projects. But to copy the content such as JIRA issues, you would need an add ons such as Deep Clone for JIRA
